Baltimore / Maryland October 2025 Trip to China

Representatives from Baltimore Sister Cities (BSC) and its Baltimore-Xiamen Sister City Committee (BXSCC), Maryland Department of Commerce, and Montgomery County attended the 7th China-U.S. Sister Cities Conference in Hangzhou city in China in October 2025. The conference featured an opening concert by the Baltimore Symphony Orchestra (BSO), during the orchestra’s multi-city tour of China. The delegation also visited Xiamen to celebrate the 40th anniversary of the Baltimore-Xiamen sister city relationship — this visit included a BSO and Xiamen Philharmonic Orchestra exchange; a 40th anniversary concert by BSO; site visits; and meetings with Xiamen leadership, port officials, and Shuangshi High School.

7th China-U.S. Sister Cities Conference

7th China-U.S. Sister Cities Conference in Hangzhou city in China October 25-27, 2025 included forums on educational exchanges, urban innovation and development, sustainable urban practices, and case studies of sister cities exchanges. Representatives from many U.S. cities were in attendance. The state of Maryland was represented by delegates from Montgomery County and Baltimore Sister Cities. A representative of the Maryland Department of Commerce joined for both the Hangzhou and Xiamen legs of the October trip to China. Members of Baltimore Symphony Orchestra and Hangzhou Philharmonic opened the Sister Cities Conference with a concert. Hosea Chew (Director of Administration, Office of the City Council President) gave a presentation about Baltimore at the conference.


Visit to Xiamen

The Xiamen program included an exchange between the BSO and Xiamen Philharmonic Orchestra (XPO); a 40th anniversary concert by members of the BSO; a pop-up concert by BSO members and Xiamen students on Gulangyu (Island); a meeting with Xiamen leadership; a visit to the tree planted by Baltimore Mayor Schaefer and Xiamen Mayor Zou in Wanshi Botanical Garden in 1985; a session with Port of Xiamen officials; and a visit to Shuangshi High School to discuss future education initiatives. BXSCC presented books on behalf of Baltimore’s Enoch Pratt Free Library (EPFL) to the Jimei Branch of the Xiamen Municipal Library.

Five musicians from Baltimore Symphony Orchestra (BSO), together with BSO President & CEO Mark Hanson, traveled to China to represent the BSO, the City of Baltimore and the State of Maryland, October 24 through November 2, 2025. As part of the tour, the BSO ensemble shared a special performance at the Jiageng Theatre to celebrate the 40th Anniversary of the Sister City relationship between Xiamen, China, and the City of Baltimore, MD USA. BXSCC and the city of Xiamen helped with the planning and coordination for the trip.

The tour was preceded by a Send-off Concert at Baltimore City Hall on October 6.

BXSCC arranged for seven Baltimore youth to participate in the 2025 edition of their Youth Ambassadors Program, with a trip to China in July 2025 to celebrate the 40th anniversary of the Baltimore-Xiamen Sister City Committee (BXSCC) and the 45th anniversary of the Maryland-Anhui Province Sister State Committee. Xiamen Vice Mayoral Delegation to Baltimore

A delegation led by Xiamen Vice Mayor Zhuang Rongliang and including representatives from the Xiamen Port Authority and Xiamen Foreign Affairs Office visited Baltimore in April 2025. The delegation met with representatives of the Maryland Port Authority, Baltimore’s Office of the Mayor and other city government representatives, and BXSCC. They also toured the 40th anniversary exhibition at the Enoch Pratt Free Library.

Baltimore’s Enoch Pratt Free Library (EPFL) and BXSCC collaborated to create an exhibition at the Central Library about Baltimore and Xiamen’s 40-year sister city relationship, in four display cases. Exhibition included photos of Xiamen, copies of the original sister city agreement, examples of student and professional exchanges over the years, information about Baltimore Sister Cities and activities held annually by BSC’s Asian sister committees to celebrate contributions of Asian Americans and Pacific Islanders to Baltimore.

Join Mina Cheon to explore the HAUNTED KOREAS: Dreaming Unification Protest Peace exhibition together and gain insights into how she creates art to advocate for positive change. Mina Cheon (PhD, MFA) is a global Korean new media artist, scholar, and educator who divides her time between Baltimore, New York, and Seoul, Korea. Born in Seoul to parents who were originally from the North, Cheon has never known a unified Korea. She has worked on North Korean awareness and global peace projects since 2004 and her specific focus on East Asia reflects the transgenerational trauma of Korea’s history, particularly division, war, and Japanese colonization.

This event is co-sponsored by the Korean American Foundation – Greater Washington and the Baltimore Changwon Sister City Committee.

Cultural Forces is a cultural arm of the Armed Forces of Ukraine.  Professional musicians joined up and fought when Russia invaded.  Several were wounded but recovered, and returned to active duty.  They play for Ukrainian troops to keep up morale, and tour (USA) to show appreciation for and maintain support. 80 years ago, on August 6th and August 9th, 1945, the US government dropped the first and only nuclear weapons ever used in warfare on Hiroshima and Nagasaki. This teach-in will remember these events through a series of short films featuring:

  • Marylanders who had a direct part in the bombing and aftermath
  • An interview with one of the most famous genbaku hibakusha (people affected by an atomic bomb)
  • An animated depiction of what nuclear war would mean in 2025
  • Local and worldwide efforts to prevent nuclear war and achieve nuclear abolition

With the help of knowledgeable panelists, we will consider whether these weapons can be eliminated, and learn what role we the people, the media and elected officials can play. Panelists include:

  • Leslie Sussan, author of “Choosing Life” about her father who filmed victims of the bombings which were confiscated as described in Atomic Cover-up, a film we will see during this event
  • Kei Ito, a MICA graduate whose art is informed by his relationship with his grandfather, a Hiroshima survivor and a leader of Nihon Hidankyo, the Nobel Peace Prize recipient in 2024
  • Linda Pentz Gunter, cofounder of Beyond Nuclear, journalist, and author of the forthcoming book “No to Nuclear: Why Nuclear Power Destroys Lives, Derails Climate Progress and Provokes War”

China’s rapid development and Sino-American relations have a direct impact on the lives of nearly everyone in the United States. CHINA Town Hall is a national conversation about China that provides Americans across the United States, and beyond, the opportunity to discuss issues in the relationship with leading experts. The Baltimore-Xiamen Sister City Committee is the Baltimore and Maryland host for this annual event organized by the National Committee on U.S.-China Relations (NCUSCR). The NCUSCR recruits a high-level speaker or panel on U.S.-China topics and the local host provides the venue and webcasting support as well as a distinguished local speaker/moderator to conduct follow-up discussions with the local audience.

This year’s event features U.S. Deputy Secretary of State Dr. Kurt Campbell in a national conversation via webcast on how the U.S.-China relationship affects our cities, towns, and communities. In Baltimore, the Director of the Wilson Center’s Kissinger Institute on China and the United States, Robert Daly, will comment in person on Secretary Campbell’s presentation and will take questions about Baltimore and Maryland’s relationship with China.

Join us for the 18th annual CHINA Town Hall, hosted nationwide by the National Committee on U.S.-China Relations (NCUSCR) and in Baltimore by the Baltimore-Xiamen Sister City Committee. Event ticket includes buffet-style Chinese cuisine.

Baltimore High School Students Visit the Chinese Embassy in Washington, DC

December 1, 2023

On Friday, December 1, 2023, a total of 36 Bard High School Early College Baltimore students visited the Chinese Embassy in Washington, DC. The embassy staff warmly welcomed the students at the main entrance and treated them as special guests. Students were given a tour of the embassy, which featured famous Chinese paintings, chandeliers, vases, calligraphy and classic books.

Following the embassy tour, the embassy staff provided students with light snacks and beverages while they watched two short videos. The first video featured Xiamen, Baltimore’s sister city in Fujian Province, China. Students expressed how struck they were by the beauty of Xiamen. They were then introduced to the embassy photographer for the day who was from Xiamen, who shared warm greetings with the students. They also watched a video about Chinese characters. Students were surprised to learn that even Chinese people themselves struggle with characters, too!

Finally, the embassy staff arranged a fun game to help students learn more about U.S.-China relations. Six students were divided into two teams and given ten questions to answer. Through this activity, students not only appreciated the sense of humor of the embassy staff but also learned key facts. These included: the Baltimore-Xiamen Sister City Committee was founded in 1985, and during Chinese President Xi Jinping’s visit to San Francisco last month, he announced plans for China to welcome 50,000 American students to China over the next five years.

Thereafter, students were joined by Wang Peijun of the Embassy’s Congressional and Sub-national Affairs Section and Ai Longfei of the Office of Educational Affairs. They answered three questions posed by the Bard students. In his remarks, Mr. Wang introduced commonalities between the United States and China. He noted that both are: similar in size geographically; super-sized market economies; nuclear powers recognized by the United Nations; and, members of the UN Security Council. Given such similarities, Mr. Wang explained, Chinese Ambassador Xie Feng has worked to return to key understandings reached between Presidents Biden and Xi in Bali (Indonesia) in late 2022, as well as in San Francisco on November 15 this year. Noting that the U.S.-China relationship has faced numerous challenges over the past few years, Mr. Wang explained that in Bali the two sides agreed the relationship must be managed successively. The focus thus has been threefold: to fix the relationship, grow the relationship, and maintain solid momentum of the relationship going forward. Xi’s guidelines to manage the U.S.-China relationship, Wang said, focuses on seeking a stable, sound and sustainable connection to achieve mutual responsibility, peaceful coexistence and mutually beneficial cooperation.

In concluding the program, Ms. Jeannette Felton, chair of the Education Subcommittee of the Baltimore-Xiamen Sister City Committee, expressed appreciation to the embassy and its counterparts in Xiamen for the opportunity to bring Bard students to tour the embassy and expressed hope for the further development of Baltimore-Xiamen ties through educational exchanges.

Following the visit, students shared their impressions of the embassy visit. They wrote how much they learned about the importance of U.S.-China relations and the beauty of our sister city, Xiamen. They also shared how impressed they were by the beauty of the embassy’s architecture and artwork, noting how culture and art seem to be an important part of diplomatic relations. Students were especially touched by the embassy staff who took such good care of them. One student was so moved they actually wrote: “How can they be so nice and respectful?!” A couple students shared how they were interested in learning more about international affairs, how to apply for study in China, and if they could visit the embassy again!
